The Missouri Department of Transportation (MoDOT), the City of Kansas City, Missouri, and the Mid-America Regional Council (MARC) joined together in a unique partnership to complete the first planning and environmental linkages (PEL) study in the state of Missouri and the Kansas City region. The study examined the future of the Buck O’Neil Bridge and the North Loop of I-70 in Kansas City, Missouri. Instead of proceeding with the long-term rehabilitation of the Buck O’Neil Bridge, and in consultation with local leaders, MoDOT and the City entered into a partnership with MARC to identify potential alternatives and funding mechanisms for a new river crossing that closely examined the future of I-70 as it passes through downtown Kansas City. The result is a study that demonstrates how both potential projects could better serve the region in the decades to come.
